Form 23 Explained: What It Is, Why You Need It, and How To Get One

If you own a pool or spa in Victoria, you’ve probably heard the words “Form 23” - usually from your council or conveyancer. Here’s what it actually is.

What is Form 23?

Form 23 is the Certificate of Pool and Spa Barrier Compliance under the Victorian Building Regulations 2018. It’s the official document that confirms your pool or spa safety barrier complies with AS 1926.1.

It can only be issued by a registered building practitioner - for example, a BPC registered building inspector like ours.

Why you need it

  • Legal requirement - every registered pool/spa in Victoria must have a current Form 23 lodged with council.
  • Property sales - conveyancers will request it as part of settlement.
  • Insurance - many home insurers require it for pool-related cover.
  • Avoid council fines - penalties can run into the thousands.

How long is Form 23 valid?

Four years from the date of issue. After that, you need a fresh inspection and a new certificate.

What happens if my pool fails?

Instead of a Form 23, you’ll receive a Form 24 - a non-compliance notice with a defect list. Once the defects are fixed, we return for a re-inspection and issue your Form 23.

How long does it take?

If your barrier is compliant on the day, we issue Form 23 same-day in most cases.
